Another good option is the DosEmu software package, part of the DosBox project. It contains a variety of DOS commands, including FBIOS. I think that DosEmu also has a good BIOS emulation library, though I haven’t tried it.
I think fbios is buggy at least on any BIOS that I have. It seems to always have problems with multibyte characters, non-ASCII characters and the noerror bios function, which I think is meant for a DOS extension, not present on all BIOSes.
Not to hijack this thread, but the problem with fbios is that it may not work properly on different BIOS systems. There’s a very small probability that it’ll check out OK and that you’ll find a different bug.

FBIOS is a floppy disk emulation application that checks your BIOS floppy disk routines for bugs. It can be used to test your custom ROM BIOS for compatibility with the known buggy BIOS functions of DOS or Windows. It is especially useful for testing ROM BIOS versions that have already been released.
This program is a modified version of FBIMS that supports floppy disks with up to 256KB capacity. It has the same check_floppy() routine. FBIOS differs from FBIMS in its method of testing for known BIOS bugs. FBIOS is able to check for a few more BIOS bugs that FBIMS cannot check for. FBIMS can check for a few more BIOS bugs that FBIOS cannot check for. It is possible that you will find bugs in your BIOS that FBIMS cannot check for. If you find that FBIMS is more useful than FBIOS, please notify the author.

FBIOS checks the BIOS floppy disk emulation functions of DOS or Windows and generates a diagnostic report that includes a list of the BIOS bugs found and a list of the DOS or Windows functions tested.
1) FBIOS can find a few more BIOS bugs than FBIMS, but it cannot find as many as FBIMS can.
2) FBIOS cannot check for most of the known bugs in the older DOS versions.
3) In versions of DOS prior to 4.0, the floppy disk BIOS does not support the FDDIGETDISKDATA ioctl function. FBIOS does not test for bugs in this function.
Check for BIOS Bugs:
The check_floppy() routine checks the BIOS floppy disk emulation functions of DOS or Windows and reports any bugs it finds.
* floppy_name: The name of the floppy disk to test. You can specify only one floppy name with a comma between them. For example, FBIOS, FWBIOS, WBIOS.
* disk_path: Path to the floppy disk image to be tested. You can specify only one floppy disk path with a comma between them. For example, C:\floppies\floppy1.dsk.
* port_name: The name of the port that the floppy disk emulation function is tested. You can specify only one port name with a comma between them. For example, IO_PORT.
* disk_attr: The attributes of the floppy disk image to be tested. You can specify any combination of the following attributes: Cylinder, Head, Sector, Device, Media Status, Media Type. For example, HEAD, SECTOR, MEDIATYPE, MEDIA_STATUS, MEDIA_TYPE.
